Use of Library Materials
Use of Library Materials Policy
Anyone wishing to borrow Library materials or access the Library’s online databases must have a Library Card in good standing.
Getting a Library Card
Library cards are valid for 3 years and are issued at all branches. Library cards are free to anyone who:
• Lives, works, or attends school in Maryland
• Lives in Delmar, DE (Zip code 19940 only)
In order to complete an application for a new library card, you need to present a proof of ID (photo ID) and proof of address.
Acceptable forms of ID include:
• Maryland driver’s license or Maryland MVA ID
• Valid/current year’s college or school ID (must have a photo)
• Employer Issued Photo ID

If your ID does not have your current address you will need a second document as proof of address.
Acceptable documents for proof of address include:
Mail postmarked within the last 15 days that has your name and address
A lease, rental agreement or other housing documentation with your name and address
Recent bills – within the last 30 days (utility, credit card, etc.) that have your name and address printed on them
Temporary Cards/Online Cards
Temporary cards are available online. Temporary Cards allow users to:
• Use most of the online database resources
• Reserve library materials
When applying for a temporary card online, you will be issued an identification number only. In order to use the computers or check out materials, you come to one of the library’s locations and tell the staff that you have already registered online. You must also present a photo ID and proof of address.
• Juveniles under age 18 must be accompanied by a parent or legal guardian when applying for a library card
• Juvenile must be present when applying for card
• Parent or guardian must have a card in good standing
• Parent/guardian must show ID and sign for child
• Youths must have signed permission from a parent/guardian in order to borrow media (juvenile or teen DVDs, computer games).
Computer Use Cards
Children under the age of 18 may submit an application for a Computer Use Card. This will allow them access to the computers in the library and the online databases, but cannot be used to check out items. Applications for these cards can be found at the Circulation Desk or the Youth Services Desk at each location. Computer Use Cards do / do not require a parent’s signature.
Organization Library Card
Courtesy Organization Library Cards are issued to organizations, agencies, or schools in Maryland. The responsible board or individual which has fiscal authority will be held responsible for any fines or fees charged against the card.
The organization must submit a request on letterhead the following information:
• Name of Organization
• Responsible users’ names
• Fiscal agent’s name & title
• Signature of fiscal agent

Renewing Your Card
In order to maintain accurate, up to date information, and to continue to use our online services, card holders must renew their registrations every three (3) years. There is no charge for renewing your card. Simply stop at the Circulation Desk at any Library location with your Library card, proof of ID showing current address.
Loan period for most items is 21 days.
Exceptions to this include a seven-day loan for DVDs and computer games, and 14 days for Express Books.
The Library encourages members to use email notices if at all possible. As a courtesy, email notices are sent a few days before an item is due to customers with a valid email address on file at the library.
Email notices for overdue items are sent at 9 and 14 days overdue. Paper Notices are mailed for items that are four weeks overdue.
If items are not returned within eight weeks of the due date, the account may be turned over to a collection agency.
Fines & Fees Schedule
No one likes to incur an overdue fine. In order to keep the collection as accessible as possible and ensure all our members have access to the library’s items, we have instituted the following fines and fees.

|Overdue Fines||10 cents per day|
|Computer Print-Outs & Copy Machine||20 cents per page for black and white copies
50 cents per page for color copies

|Inter-Library Loan||Most are free, but any cost charged by the lending library will be passed on to the customer.|
|Lost Material||Cost of items + $5 processing fee. $10 for each missing tape or CD + $5 processing fee. A-V cases: $ 5|

|Microfilm Prints||20 cents per page|
|Meeting Room||Free for Non-Profit Organizations. For-Profit Organizations: $25/hour (2 hour minimum), $10 each additional half hour.|
